Unless you are returning the US ones to the same Post Office they 
were purchased from, you cannot exchange them for anything other than 
a 98 cent stamp. Even if you are returning them to the selling 
office, you can only return them for one cent less than the selling 
price. An exact swap of one old for one new is not possible.
They were wrong not to accept your IRCs, but don't be surprised if 
you hear back than even exchanges are not possible.
