No, it is up to UPU LM how registered items are handled.
You cannot conclude anything about the delivery of a registered
item unless it was sent with an advice of delivery.
If the registered item was not posted with an advice of delivery,
then you can have the registered item traced. Only after tracing
the registered item do you have any idea of what might have
happened to it.
