Dick, your assessment and strategy is correct. Technically, only the
ORIGINAL purchaser can return them for credit. I ran into this in the 2006
group when I bought a load of IRCs out in San Diego and tried to return them
in Washington DC. The clerk's response was "how do I know that you bought
them?" I tried everything, even offering to describe what the damned post
office looks like. No fly.
I now hold my own purchased IRCs at the end of the IRC period and they'll be
the last to be sent off with QSLs or will be held for return.
Other clerks could care less and will give you the face value of the IRC
(minus the 0ドル.01 offset).
