[Dx-qsl] Question re. Returning USA-Purchased IRCs

There is minor confusion here. I apologize if I was not clear.
I am not questioning the exchange of IRCs for one unit of 
international postage. Any post office should do this regardless of 
where the coupons were purchased. But US postal regulations also 
allow for the original US purchaser to in effect return them for a 
refund of one cent less than their original purchase price. So if I 
purchase a bunch of IRCs from my local post office for 2ドル.10 each, I 
can return them to that post office before they expire for 2ドル.09 in 
postage. This is a much better deal than exchanging them for only 94 
cents in postage.
That is why I save the IRCs I purchase locally to use last so at the 
end of their term I can exchange whatever I have left for almost 
their full purchase price.
My original question was whether I could do this with any 
US-purchased IRC or only those purchased at my local post 
office. The answer appears to be the latter.
