[Dx-qsl] OK to send QSL's to Europe in August

Actually all the Europeans come to Las Vegas in August. The English 
style Pubs are over-run with Ricky Hatton fans, the Germans had to make 
an exact copy of the famous Hofbrau House to keep the Germans coming, 
the best restaurants now serve Haggish for the Scots, Las Vegas also 
built copies of the Eiffel Tower and the canals of Venice to make them 
feel at home.
