Not necessarily. There can be any number of reasons for requesting a
card many years later.
Cards destroyed by fire, flood, ...
Unexpected long term health problems
Didn't have the financial means to chase all needed cards,
circumstances have changed
I'm sure others can add to this list.

One of the above applied to me. Recently (2005/6) I sent out many
QSLs for DX worked more than 20 years ago. I didn't expect much, but
the return rate was >80% and I am extremely grateful to all the DX
stations and managers who had the old logs and dug into them to
confirm many new ones for me!
