Fellows:
In order to have an operation accredited for DXCC, the operator(s) must show
that he or she is (they are) properly licensed and that the operation took
place from the claimed entity. There's another issue in this case: NA1SA
is a club's call (Kosmos Radio Club International). CEPAL does not favor
club's calls use by DXpeditions (or DXpedition-like operations). That issue
has been raised before and there have been objections by CEPAL members to
that kind of operation. In this case, the operator(s) should have used his
(their) personal call, and there would have been no problems. Apparently,
the operator(s) has (have) not submitted at least one of the requirements
for accreditation. Normally, if you operate in the Caribbean, you do not
have to submit documentation unless there's a problem (doubt) with the
legitimacy of the operation.
I hope that the operator(s) in this case can clarify the situation and
submit whatever documentation is required for DXCC accreditation (OX/NA1SA
is my only 40-meter CW QSO).
