I am afraid, you have wrong strategy.
In situation like this, I usually use HIS envelope, and 
Send MY request with his own funds. Message is clear.

 sent large box to W0 bureau.

Same here. Haven't gotten anything back.
In the meantime I got 2 QSL requests from IZ4DPV for ZD7X (whose QSL
cards I manage). I answered his first request about 2 months ago and
when I got his second request (for another QSO) I emailed him asking him
about my 1A3A (and 1A4A) cards. He replied saying no problem he'd take
care of it...that was more than 2 weeks ago and I'm still waiting and
waiting and waiting...
