[Dx-qsl] RE:IRC Stamp

In the box on the lower left corner of the IRC it says, "Empreinte de
contrôle du pays d'origine (facultative)", which is French for
"Control imprint of the country of origin (optional)". Being
optional, the stamp is not required. Unfortunately, a few countries
will not accept them without the stamp.
