I know from personal experience that 1 GS didn't cut it. That was back
in the days when 1 GS was enough. It had to be 2 GS for his QSLing
services or you got nothing.

Hi Phil,
He would NOT respond via the bureau. SAE and sufficient money (or
IRC?) was required, and the return was direct only.
There were occasional rumors that, for two green stamps a return was
pretty much assured without a great deal of checking. But I don't
think that was policy - perhaps less than perfect control.
