John,
I'm sorry, but I have to disagree. Yes, the DXCC desk has their hands full,
but they have always responded to my emails within a business day or two at
worst... and often within hours.
When I received someone else's paperwork by mistake (a simple mixup of their
call corresponding to the first 3 letters of my last name, just add a
number), Bill NC1L took care of the matter within 12 hours.
They are human, and mistakes happen. But I can't believe that Bill would
simply ignore you. He's just not that type of guy.
Give it another try before giving up... contact Bill directly.

Bernie:
I fear the wheels have come off DXCC. There has been a tremendous backlog on
processing DXCC applications for quite a while now, and I have had to give
up in frustration of getting them to finish my last application which was
made late last year. I don't even get a response now and have pretty much
given up. Too bad. A lifetime of effort dead ended. I have not renewed my
ARRL membership over this. Don't know what else to do.
