I don't think we are talking about court - innocent or guilty. But rather
verification. IMHO Both stations should confirm the QSO, starting with the
one who sends the QSL to the QSL manager. Trust but verify.

Even in a court, any unclearness is normally interpreted in favor of a
suspect... There are 4 QSOs in the log, so let the guy enjoy all of them
even despite the fact, he did not request the 4th one (yet?).
I do really appreciate the W3HNK approach. Even if you send him a single QSL
request, in return you get cards from all stations he manages for all
contacts unconfirmed yet...

I kind of agree with JA1BK's policy. A QSL manager should only confirm the
QSOs that are being requested and nothing more. Why? Well what if the said
station was in the DX log for 4 QSOS but only claimed three QSOs. And if
that fourth QSO was actually a busted call? That busted QSO should not be
confirmed just willy nilly.

Its sad when a manager does that unless you are not in the log for that
contact.
JA1BK is like that.
Wnen I receive a card, I punch the call into my computer and print off EVERY
contact that is under that call. Doesnt matter if he sends just one card
