I just bought 10 IRC at a local post office and paid 1ドル.85 each for them, so
they don't have a 15 cent stamp. They a good through December 31, 2009,
according to the date printed on them. Maybe the local post office didn't
get the word about a price increase. Anyway, are these new IRCs good for DX
postage exchange in other countries? I sent one to Japan a few days ago.

There is also another reason... if you somehow decide not to
use an IRC sold by USPS, you can take it to a US post office
and they will refund you the original purchase price less 1
cent. This was something I found out in late 2006, and had
some old USPS IRCs with the stamps on them - and those stamps
were taken into account when I received my $$$.
This isn't a big deal now, with IRCs having expiration dates,
unless you are able to get your hands on USPS-issued IRCs late
in 2009 and want to get US$ 1.84 or US$ 1.99 for them from a
US post office (for IRCs originally sold at US$ 1.85 or US$
2.00) instead of selling them to others for less than that.
