I'll run the race and I will never be the same again. My question, why
bother affixing the postage stamps to the IRC unless they will be used
in the USA? I know that my Canadian post office couldn't care less if
the USA IRC had postage stamps or not.

Not necessary to even stamp the IRC as long as no
stamp in the box on the right. The extra postage can
be affixed outside the boxes.
