[Dx-qsl] IRC Question (US)

I had someone pick up IRC's for me at the post office yesterday. She
returned with a stack of them along with 15 cents worth of stamps for
each one. Now, I know the additional postage is necessary but I
thought the issuing post office had to affix the additional postage
and then stamp a postmark over it?
