An additional data point on the OD5NH QSL situation:
Last year I sent Puzant a QSL, SAE, and 3 GS via registered air mail,
return receipt requested, with restricted delivery. This would (in
theory) create the most complete paper trail possible, because in
addition to the signatures required of postal employees along the way
(common to all registered letters), restricted delivery requires the
receiving post office to verify the identity of the recipient as the
addressee, and require the addressee to sign the return receipt, a post
card that would be returned to the sender. (Yes, this is just about the
most expensive way possible to post an uninsured letter.)
A few weeks after sending this, the return receipt arrived, with
Puzant's signature. A few weeks after that, an OD5NH QSL arrived, sent
as a post card.
I don't recommend sending QSLs with restricted delivery; it's a nuisance
to the recipient because of the signature required -- especially when
multiplied by hundreds of QSL requests! This was the only one I've ever
sent, and I don't think it was really necessary. I suspect that a
registered letter with no telltale callsigns or other giveaways about
the contents would have been sufficient.
