According to Article 21 (2.1) of the UPU LM, if a registered item
is "lost, totally rifled or totally damaged, the sender shall be
entitled to an indemnity" which in Art RL 155 is specified as
SDR 30, with "charges and fees paid, other than the registration
charge, shall be added to [this value] to determine the total
compensation payable".
SDR 30 = ~ USD 19 at present.
USD 19, plus postage paid, for the loss of _one_ registered
letter.
Claim the compensation & try again. I suspect this is
more likely to succeed than getting Frank to change.
And besides, why should Frank do anything different?
