Ken,
 Over the last few years, if I needed to send qsl's to Colombia, I did it by Registered Mail, and it worked every time. Yes, it's expensive, but by the time you throw in a second or third attempt, with IRC or $,ドル you might as well have sent registered in the first place.
In the past, I organized group mailings, getting other guys to chip in.  They would send a stateside SASE to me with their qsl for the Colombian station and 2ドル-3, depending on the number participating.  Once I got the cards back from Colombia, I put them in the return sase.  Worked great.  There might be others who still need this one, so you might want to consider doing the same thing.

I worked HK5MQZ/HK0M on 12 meters on June 21, 2001.  He was operating from Malpelo.
I haven’t been successful in receiving confirmation of this QSL despite numerous attempt.
Anybody in radio land have any luck?  Can you tell me your secret of success?
