[Dx-qsl] Recognition and commendation for Emil, LZ3HI

I just wanted to give public recognition to Emil, LZ3HI, manager for
3Y0E, for work above and beyond the call of duty.

W4MOT, the Motorola Amateur Radio Club, was one of the lucky few to work
3Y0E (in January 2008). Over the next few months, I sent Emil two cards
and SAEs, first one with Bulgarian postage stamps and, a while later,
one with an IRC. By 4 July, when I hadn't received anything, I emailed
Emil to ask what the prognosis was, and he replied that he hadn't
received either card.

At his suggestion, I next sent Emil 2ドル for postage via PayPal, and he
mailed a card to us First Class on 9 July. By 5 August, we hadn't
received it, so after another email exchange Emil sent us a card via
registered mail, at his expense. That card arrived yesterday, giving us
our long-sought Bouvet confirmation.

Throughout this affair Emil was responsive and helpful, and did
everything he could to confirm our 3Y0E QSO. His work is in the finest
tradition of QSL managers everywhere.
