I think what Danny is alluding to is the fact that islands under ecological
protection often fall under the jurisdiction of the U.S. Fish and Wildlife
Service - an agency which has not necessarily acquired an appreciation for
working pileups and sending out QSLs to the extent that licensed radio
amateurs have...
