[Dx-qsl] Attaching or just enclosing foreign stamps?

Personally, I *HATE* it when people stick the stamps on to the envelope
as about 90% of the time they are of the wrong value.
*PLEASE* always send them loose. At least that way it gives the manager
some flexibility and any surplus postage can be used for bureau postage
etc.
