[Dx-qsl] IRC Question

Okay here's one for the books
Been catching up on the DX cards and many IRCs
have been coming in
The Question is
Some of them from Eastern European Countries are slightly different
from the majority of the ones I have received
The Stamp in the backround, the one inbetween the two hands,
has 100ans 1907-2007 on them
Anyone know if these are legit or are the bootleg???
