Hi!
I had a similar problem and when to see the supervisor of my local post
office. I told her that I needed IRCs and politely requested that she
place an order for them. Then I gave her a copy of the internal Post
Office information on how the IRCs are to be ordered. She told me that
she would place the order after I told her that I would need
approximately 10 IRCs a month. I was just at the post office yesterday
and there were only seven left up front but the clerk asked her
supervisor if there were any more in the vault. There were! I think
that you will find that your post office has to order 50 at a time.

Be sure to show the clerk how the IRCs need to be stamped before
leaving the post office.
If all else fails, let me know how many you need and I make a run to
the post office and mail them to you.

Can someone suggest a source of IRCs? No local post office within a
reasonable driving distance stocks them and I would rather not drive all
over RI and MA looking for them.
USPS has a "stamps by mail" service. I have been unable to find IRCs in
that catalog, did I miss something?
