Canada is NOT the 51st state (yet). It is a separate DXCC entity and
therefore the LOTW QSLS for a VE call are in a separate account. I
have several separate DXCC accounts as well as one which combines all
US calls I have held (in the same DXCC entity. VP2M, ZF, and WP2
Qsos are separately totaled.
All of my USA calls are now in one merged DXCC account. I do have
several WAS accounts. One for each 50 mile radius area I have lived
(and operated). If you manually open Lotw (without using any helper
program like DX Keeper), select awards tab. On that screen, in the
center, is a pull down box for DXCC account. I would not be
surprised that if you click that, a VE account will show and can be
selected. There any Lotw QSLs should be available for award selection.
This isn't explained in the Lotw Help very well but please feel free
to email mail me if you have other questions. I have pestered the
Lotw and DXCC desk even volunteering to write a more detailed help or
a WIKI for Lotw but so far I only gotten "not interested".
Regards , hope this answers your issue
