[Dx-qsl] need IRCs

I did a few weeks ago, but I never heard back from Steve. Which is unusual,
and can mean either:
(a) he's out of town
(b) he's overwhelmed with QSL chores at the moment
(c) he hasn't had any time to read his email
or any combination thereof.

Send KU9C an email. Most managers have them. Mine have
been spolen for.
