Hi Rob and the group:
I was waiting for someone else to go first on this subject, and I remember 
your story from before ! I got TI9JJP QSLs from 1992 and 1994 but it took 
several tries. I found TI2JJP on the air and asked him if he had received 
my QSL requests, and he said no, and that I should resubmit. Then I sent my 
cards again with US 10ドル and he responded right away. So I guess the Costa 
Rican mail system works better the more cash you enclose in the envelope, if 
you get my meaning. I also heard that the locals were upset about the big 
TI9M operation in 2002 that bypassed the usual channels, had a US manager 
that got everyone their cards OK, and drove Cocos way down on the needed 
list.
