That's largely true, but not quite absolute. The DXCC desk will look
at individual cases on their merits, if there's an obvious
explanation.
I received a QSL from a fairly rare DXpedition, which operated for
just a few days. The operator got the day and month right, but had
first written in the wrong year - one where there was no operation
from this entity. He then altered that with the same pen. I pointed
out and explained to DXCC what had obviously happened, and the card
was accepted.
