[Dx-qsl] Guidance requested

Personally, I would not accept the blank. Israel is very easy to 
work, and if it's just DXCC credit you're looking for (as opposed to 
a QSL from a memorable QSO just for you), just work another 4X on the 
same band/mode.
One suggestion would be to write a polite letter to his XYL 
explaining that others may send cards, too, and if she could locate 
his log book, maybe you could try to find a manager who could save 
her the hassle of answering all these kinds of requests in future.
