In VE-land provinicial sub-managers send
unclaimed cars to me to return them to DX bureaus.
Typically sub-managers do their best ot have the
QSLs delivered, before they return them unclaimed.

Officially we [the RSGB submanagers] keep uncollected cards for 3 months
and they are then destroyed.
