Pete, Fred,
My two cents on the same topic, but from 
different angle of observation.
During LoTW development I asked the question of 
SWLs, and the answer was categorically NO. LoTW
is not intended to support any SWL activity.
The options for discussion were:
- Should SWL be able to 'help-themselves'
- Should they still need assitence of 
 the manager, or the 'overheard' operator,
 with request notification being received.
Neither option was considered for implementation.
