[Dx-qsl] duh forgot to give the GS/IRC url info

Just to clarify:
One IRC old or new one is ok for airmail to any country.
Two USD does NOT cover postage to any country outside Europe.
Postage is EURO 1,70 equal to USD 2.28 as of today.
