[Dx-qsl] Romania & Bulgaria are now EU

I saw on the news that as of Jan 1, 2007, Romania and Bulgaria are now 
members of the EU.
I don't know how that will change the details of IRC or Greenstamps needed 
for postage.
I would appreciate it if Romanian & Bulgarian hams would provide any info on 
postage costs relative to qsl requests.
I'm also getting word that due to the New Year, many other entities are 
adjusting their postage rates.
The currency fluctuations are also causing changes.
