In all seriousness...
I don't know if this is still the case, but I do recall that several years
ago, some Western EU managers (primarily German) used to mail their return
cards from Yugoslavia/Serbia, Romainia, and other Eastern EU countries.
When I asked, I was told that the cost differential in air mail postage to
North America between their home countries and the countries they mailed
from was more than enough to cover the costs for them to travel round-trip
to mail the cards! (Of course, for all I know, they were making the trip on
business or whatever anyway)
So I guess if the cost differential today is high enough, and there are
sufficient cards to cover the costs and warrant the trip, this may still be
the case today!
It's either that, or bring out The Holy Hand Grenade...

Agreed again.
What I will ask is whether the French Buro has any restrictions on
card handling - such as Members Only
