[Dx-qsl] The Ukraine

I received a "very" similar letter from a Ukraine station a couple weeks
ago with a note written on what looked like a Post-It note. It had the
cards for 6-10 different stations in it for my two DX calls C91TL in
2006 and 7P8TA in 2003.
I sent it back with an airmail stamp, but without an airmail designation
on the envelope so no telling if it will go surface or air and a note
inside that out of 6+ stations they couldn't come up with return
postage, but they could send their cards airmail to me.
Also half the call signs weren't in either log so they got a NIL and
their cards back. They were claiming QSOs on modes that I didn't even
work. Interesting they said to please not use the Ukraine bureau for
return as it was "unreliable."
It seemed a bit fishy to me.
