Hi! It appears the Ukraine is on the Universal Postal Union's list of postal authorities that sell new IRCs. There is a list - all in French - available at: http://www.upu.int/irc/fr/irc_countries_list_fr.pdf With that being said, the Ukraine could be just like many other countries - not all post offices sell IRCs.
