[Dx-qsl] The Ukraine

Hello Graham and the list,
I think it's bogus. 
I'm manager for two YB0 stations and get a lot of direct (and buro)
requests. I've also received similar envelopes from the Ukraine with the
same note. However, I have also received direct requests from Ukraine with
an IRC issued by the Ukranian postal authorities, so IRCs must be available
at some post offices there.
Also, I've sent and received many cards to and from Ukraine via the buro,
so it does seem to "function properly," at least when I use it :).
I have also received direct requests from Ukraine with 1 USD enclosed. 
Apparently, US currency is available to some hams there as well. Of
course, it may be from US hams sending direct requests there but it seems
to me that this guy could send return postage if he really wanted to.
