I have received (mostly) unsolicited Moldovan bureau cards from:
ER0/RW3AH, ER1BAF, ER1CW, ER1LW, ER1LZ, ER1OO, ER2GR, ER3CT, ER3KS, ER3R, 
ER3ZZ, ER4DX (yes, really !), ER5DX, ER5OK, ER6A, ER5HQ, ER7N, ER7Z, plus a 
bunch of UOs from when they part of the USSR. I don't have my logging 
program set up to distinguish whether I sent a bureau card in return, or 
whether I initiated it, but I know I initiated successful bureau requests to 
some of these guys. The ratio of cards received per number of QSOs looks 
proportional to other countries in my log.
So we KNOW that they QSL and that they have mail theft problems, so that 
puts them in the same situation as dozens of other similar countries. So 
why blacklist an entire country of hams ? Has anyone tried emailing them to 
see if they'd like a US manager ? And with regard to contests, there are 
many big US contest stations that are delinquent QSLers - don't blame an 
entire country of hams for the behavior of the 2-3 big ER contest stations, 
if in fact they ignoring your requests...
