If you're going to use anything fancy I'd suggest registered mail, 
since it is as secure as mail can be. Everything has a chain of 
custody and can be tracked down that chain as needed. However, I must 
say that I've NEVER had a problem with Puzant. Everything I sent with 
green stamps has come back OK. You can't use IRCs with him, and I 
suspect many have tried that way, or with only 1ドル.
Mind you, all my Q's with him for which I've sent a QSL have been 
before the recent spate of trouble in that country (2002-2005), so 
who knows what the situation is like now, of course.
