Graham,
Here is the answer from VE QSL Bureau.
We do not have paid personnel on staff. All
are volunteers.
All postage costs, to foreign bureaux, as well as
towards VE provincial bureaux is reimbursed by RAC.

Regarding Your National QSL Buro.
Is it run purely by Volunteers, or does it have any Paid workers ?
If the former, who pays the postage costs ? Are these reimbursed from
Your National Society ?
