A note on IRCs. I bought 5 new ones from the local post office this 
afternoon when mailing out my latest batch of cards. This is a large 
facility serving several suburban towns, and has a very high volume 
of business and personal mail through there daily (i.e. not a podunk 
substation, etc). The transaction required the assistance of three 
clerks, none of whom knew how to ring them up on the cash register 
system, and none of whom had ever actually seen one being sold (let 
alone exchanged).
The one serving me found the actual coupons easily enough, he just 
didn't know how to enter them into the system. I caught him as he was 
about to stamp the wrong box (of course). The transaction took about 
10 minutes (with a gigantic queue having formed behind me). I shudder 
to think what the process would have been like had I tried to redeem 
one or more of these things!
