My understanding is that when Frank has responded, it's usually been a
polite decline.
That doesn't mean we should stop offering, he may yet change his mind.
But we also have to remember that some amateurs simply prefer to handle
their own cards for any one of a number of reasons, and offers of this
nature will continue to be declined by them, despite the problems (usually
outside of their control, like postal theft) that are causing us to offer in
the first place.

Just curious - I'm assuming at least one person has volunteered to be his
QSL manager ? What was Frank's reponse ?
