I got a card from Frank about 3 years ago without using either 
registered mail or recorded delivery. I used the European size nested 
envelopes, and I wrapped up the QSL and the dollar bills or IRC (don't 
recall which I used) in a sheet of paper. But I was probably just lucky, 
because it is well known that he has a problem with his mail being 
pilfered.
You are the first person I've heard of who used recorded delivery. Maybe 
it IS as good as registered, or maybe you were lucky like me. It will be 
interesting to hear what result other have with recorded delivery.
I have resorted to registered mail several times for cards I needed from 
Russia. I have had 100% success in getting the QSLs, but the return 
receipt for the registered mail never comes back from Russia.
