[Dx-qsl] say what???

When I was in South Africa and Mozambique for by C91TL operation this 
summer(FYI all cards received direct for C91TL as of 10/31/06 have been 
asnwered), a W5 friend of mine asked me to help him get confirmation of 
several ZS stations he had worked, but couldn't get cards out of despite 
repeated mailings.
I told him to make up the mailing as if they were mailed domestically in 
SA and I would personally mail them in Johannesburg with SA postage. He 
did and put his name and the Jo'burg affiliate office of the company he 
works for as the return address.
In SA I met several hams including one who was going on our C9 
DXpedition who knew most of the ops I had cards for. Some I did mail 
and some I let the locals handle as they said they would hand deliver 
them, even though I was told several of the ops destined to get hand 
delivered cards never sent out QSL cards. I asked them to just "hogtie" 
the ZS op and make him fill out a card hi hi.
Of the dozen or so cards I took with me two have been answered, 
according to my W5 friend.
