[Dx-qsl] DXCC applicatioin revisited

Yes, its a customer service issue. And based on many who have had similar
experiences, over the years maybe ARRL has brought on themselves many of
their other problems. Back in the day you always got "service with a
smile" and ARRL's motto used to be "Of, by, and for the radio amateur".
