Hi all again,
I've got several replies advising to contact DXCC people for a clear and 
final answer. So I did and got the confirmation, YI9QWO is OK.
Besides, it looks like as long as there is a LoTW confirmation, it means, 
the activity is approved. Otherwise the station would not get a LoTW 
certificate.
