In a word, yes.
The 2004 series (the first "big" ones) will turn into scrap paper
when the clock strikes midnight on New Years. Older ones are a little
more complicated.
Short answer: If you have big 2004-series IRCs or smaller ones, bring
them to the PO and exchange 'em for stamps. If you want to use IRCs,
buy the new ones which expire in 2009, either from the post office
for 1ドル.85 or from other hams.
