Jim,
You have to find average, over number of distant, 
and not so distant bureaus.
What matters is what kind of service you use (parcel, 
small packet, or letter).
In the year 2000 we were still using M-bags, which are 
discontinued as a service in the year 2004.
This all has to be factored in. Still sending surface mail
to foreign bureau is the cheapest way.

The 2ドル.50/pound surface rate was from the US overseas - countries like
United Kingdom, Japan, etc.

I can't find the rate at this time, but I'm sure it's between 2ドル.50 and
8ドル.00/pound.
