Jim,
The surface mailing to QSL Bureaus is by far the most economical
way of sending batch of QSL cards. The bureaus themselves do this.
1. When you send cards yourself to the DX bureau, you
control the timing. Most bureaus hold cards for some time,
and than send them to DX bureau by surface mail.
2. It is cheaper, than sendig to your own bureau with
possible surcharges, and still domestic mailing costs.
3. Mailing cost of the bureau I manage were about 16ドル CAN / kg.
(5ドル /lb US). I send QSL cards in letters, Small pckets,
and parcels.

When I did the KC1XX bulk mailing in 2000, surface rate printed matter
(non
books) was slow, 4-6 weeks delivery, but was the cheapest way, about
2ドル.50 per pound.
ARRL charges 8ドル/pound.
You can do the math.
