[Dx-qsl] When to use IRCs

Speaking of the QST article - there is one minor typo. In the June 2006
issue of QST on page 85 column 3 on the third line January 31, 2006 should
have been December 31, 2006. The reason I said to start unloading them now
is some people will not read the column for another month or two and others
(DX) will not get the magazine for another month or so. I hate IRCs, but as
Steve says they are a way of life. Basically the time is coming (soon) to
start dumping all the IRCs back into the post office. The new IRCs should
be available around July. If you send someone IRCs make sure they have time
to turn them in to their post office to get the proper postage. Otherwise
you run the risk of getting no return or at best your cards are going via
the bureau!

I read Bernies' info in QST, and while I agree with his message, here are my
thoughts:
Use the old style, or the current ones expiring 12/31/06, AS LONG AS YOU
feel fairly comfortable that the u ser will open, and redeem before end of
year. As I think about it, that means, send out any IRCS by October 1st,
maybe no later t han November 1st.
Use the new ones, as they become available But, be aware that the post
offices may sell the old ones to get rid of stock . The new ones are
supposed to be available in 3Q. I'm sure we'll hear when they start coming
out. When that happens, do your diligence and DEMAND that your post sell
you only the new ones, especially if you think you'll need to keep them into
2007, or the person you send them to will not be able to exchange until
2007.
IRCs are painful, but a way of life for managers. We know how to get rid
of them...just do us all a favor and not use the 12/31/2006 ones if you
think there is a chance we'll not get to them before they expire....thus the
October1/November 1 timeframe
