i'm assuming that any manager worth his (her) salt is aware of the irc 
expiration situation and will take steps so as not to get stuck with expired 
paper. i also hope the said managers will also stop their resale of expiring ircs 
at a reasonable date so their buyers will have time for them to be resent 
and redeemed. i know, caveat emptor and all that, but...

i am setting a September 1 date for myself for buying the resold-expiring 
ones and am only buying small quantities. and as the year-end approaches, will 
either be using the projected new versions or green stamps.

i guess the ipu has decided to cut down on the amount of this defacto 
international currency floating around. 

 too bad they just can't come up with a 
useable-in-all-countries/reply-to-all-countries airmail reply stamp. oh, yeah. that's what an irc is SUPPOSED 
to be!! (NOTE: MAJOR SARCASM HERE).
